The Long-Term Care Insurance Task Force (Task Force) was established within the California Department of Insurance in 2019 with the passage of AB 567. Its mission is to explore the feasibility of developing and implementing a statewide insurance program for long-term care services and support. At this time, it appears the Task Force is considering recommending several designs that would include “opt-outs” for individuals who own private coverage. Specific requirements regarding qualifying coverage for the opt out is yet to be determined.
Where are things?
The Task Force provided their recommendations to the Legislature January 1, 2023. An actuarial study is currently being conducted and will be completed by the end of 2023 after which it will be handed over to the Legislature. The Legislature could use the plan recommendations and actuarial report to draft legislation for a state run program.

When is the next CA Long Term Care Insurance Task Force Meeting?
The California Long Term Care Insurance (LTCI ) Task Force met on Monday, December 18, 2023 from 10:00am to 12:00pm PST. This was the 24th and final meeting where the final actuarial report was reviewed and approved unanimously. This report will now be shared with the legislature.
